What is cheapest and easiest way to run ten mobile phones?

I need to buy ten mobile phones for work for occasional/emergency use. I just need a cheap and simple deal with cheap and simple handsets. What is hte best way to go about this? It is possible that some phines will be issued but hardly ever used, so I only want ot have to pay on hte very rare occasions they are used. Suggestions, please?

Go into a mobile phone shop and negotiate a deal.
pay-as-you go, that way you can top up with as little or as much as you like as often as you need and you're not tied to a contract, also o2 offer 500 free minutes a month for topping up by £10 each month to other o2 and all standard UK landlines, so if you did it that way, 10 o2 mobile phones, with 500 minutes to call between themselves, and the office, then you've got £10 of credit to call other UK mobile networks. Thats what I'd do anyways. Also, Argos do a Nokia handset, can't remember the number but its basic, will call and text and thats about it, and if I remember rightly its £19.99. Hope this helps.
I would go for a pay as you go type sim, and buy some cheap new mobile handsets or second hand ones. also you should find out how long the company will hold the credit and keep the sim active whilst it is not in use. (dont choose three as it wipes your credit after 30 days, but it dose have a lifetime contract)
Try "Asda" (UK Shop) Pay as you go Nokia 1600 phone £19 and a Asda sim card £2.48 each. Ask them for a deal as you want 10 phones. Good Luck.
get those cheap motorola's, i heard they were selling for around £9 at asda, or at carphone warehouse, they're bound to be cheap, and can top up whenever you like, :)
get them unlocked if there gsm and use one on a current gsm or sim card able account with ex. tmobile or att.
